Integrated Urban Development Framework

The Integrated Urban Development Framework (IUDF) is a policy initiative of the South African government, coordinated by the Department of Cooperative Governance and Traditional Affairs (CoGTA).

The IUDF seeks to foster a shared understanding across government and society about how best to manage urbanisation and achieve the goals of economic development, job creation and improved living conditions in South African cities. The IUDF was produced through an iterative process of research and engagement since January 2013. On completion of the engagement and discussion phase the framework was approved by government in April 2016.

The Integrated Urban Development Framework (IUDF) is [the South African] government’s policy position to guide the future growth and management of urban areas. In the economic history of humanity, urbanisation has always been an accelerator of growth and development, bringing about enormous changes in the spatial distribution of people and resources, and in the use and consumption of land. Supporting policies and frameworks are therefore
needed that can leverage the urbanisation process for increased development gains and sustainability.

The IUDF responds to the post-2015 Sustainable Development Goals (SDGs), in particular to Goal 11: Making cities and human settlements inclusive, safe, resilient and sustainable. It also builds on various chapters of the National Development Plan (NDP) and extends Chapter 8 ‘Transforming human settlements and the national space economy’ and its vision for urban South Africa:
By 2030 South Africa should observe meaningful and measurable progress in reviving rural areas and in creating more functionally integrated, balanced and vibrant urban settlements.

For this to happen the country must:
• Clarify and relentlessly pursue a national vision for spatial development;
• Sharpen the instruments for achieving this vision; and
• Build the required capabilities in the state and among citizens.1

The IUDF’s overall outcome – spatial transformation – marks a New Deal for South African cities and towns, by steering urban growth towards a sustainable growth model of compact, connected and coordinated cities and towns.
